Cluster lifecycle and data safety

Disabling entitlement stops local Kubernetes without deleting cluster data. Reset and uninstall remove disposable processes, sockets, and caches while preserving registered persistent volumes. Permanent volume deletion is a separate purge operation that requires a fresh confirmation tied to the current cluster generation and sentinel count.
