Stackie starts plugins by iterating package descriptors. Core bootstrap does not contain integration-specific branches. A package can declare an absent plugin so status surfaces still explain that the feature was not included, independently of administrator, subscription, platform, and runtime state.

Before any plugin code starts, the host validates every descriptor, semantic host-API range, provider declaration, plugin identity, and contribution key. It then applies generic policy and issues only the capabilities declared by each eligible plugin.
