Local Kubernetes uses the upstream K3s server and agent. The server is deliberately agentless. The agent is configured with the same explicit Stackie CRI v1 endpoint for both runtime and image services, so K3s cannot silently fall back to its embedded container runtime. Stackie owns the two child processes and stops the agent before the server.
