Runtime metrics

Stackie publishes stable descriptors for cumulative CPU time, memory working set, and process count before the corresponding pod and container samples. A runtime that cannot observe one measurement omits that sample rather than inventing a zero. Label keys are stable and sorted, label values align exactly, and each bounded streaming request returns one complete snapshot before closing.
