Restart reconciliation

After Stackied restarts, Stackie validates executable digests, process start identities, sockets, OCI bundles, CNI allocations, image availability, log paths, desired state, and entitlement before changing anything. Stale PIDs are never treated as owned processes. Concurrent lifecycle changes cause the observation commit to retry instead of overwriting newer intent.
